GAIL MILLER is the program manager of DELTA's Joint
Program Management team. She has more than 13 years of experience
providing financial support to the federal government with special
expertise in program management and earned value management, as
well as proficiency with the Department of Defense's planning,
programming, budgeting, and execution process. Because of her solid
financial experience, broad understanding of government functions,
and exceptional writing ability, she frequently provides assistance
in drafting policy. Miller earned a bachelor's degree from Dennison
