MARIA PROESTOU is the president and chief executive officer of DELTA, which she co-founded in 2000. In addition to guiding the company’s growth and development, Proestou oversees quality control and serves as an expert on the Navy’s strategic planning, budgeting, and program management. She is one of only a few financial contractors qualified to work alongside the Lean/Six Sigma experts to implement the NAVSEA Lean/Six Sigma practices. Proestou is a frequent speaker on issues related to defense contracting and the workplace. She earned a bachelor’s degree in international relations from The George Washington University and a master’s degree in law and diplomacy from the Fletcher School of Law and Diplomacy at Tufts University.

KEVIN MILLS is the chief financial officer and a senior engineer at DELTA, which he co-founded in 2000. Mills has more than 25 years of combat weapon systems experience. While earning a bachelor’s degree in electrical engineering from the University of Louisville, he began his career in the defense industry. Mills completed postgraduate work in finance and management while directing the development of a combat system test and evaluation facility in the United Kingdom. He provided direct support of Cooperative Engagement Capability (CEC) implementation in the JFK, NIMITZ, and REAGAN Strike Forces. Currently, Mills ensures that DELTA remains competitive and profitable.

TOM WINCKLER joined DELTA as the chief operating officer in 2001. He successfully implements the company’s strategies, overseeing human, financial, technological, informational, and material resources. He also is responsible for ensuring that DELTA has the optimal organizational structure and appropriate systems of incentives. Winckler has a background in Navy combat system design, development, and acquisition, which he acquired as a surface warfare officer and engineering duty officer in the United States Navy. He served for 16 years on active duty followed by eight years in the Reserves. He earned a bachelor’s degree in electrical engineering from the Virginia Military Institute and a master’s degree in electrical engineering from the Naval Postgraduate School.

MIKE HALLAHAN is the vice president of development at DELTA, a position he assumed in 2006. He has more than 30 years of experience in program management, business development, marketing, engineering, and strategic planning activities. Currently, he is responsible for all of DELTA’s business development and marketing activities, which includes development and oversight of the company’s policies, procedures, and product quality guidelines. He earned a bachelor’s degree in analytical management at the U.S. Naval Academy and a master’s degree in administration certificate from the University of Maryland, University College. He also served as a Navy surface warfare officer.
