J. DAVID SINNIGER is the program manager of DELTA's Naval Engineering Management team. He has nearly 20 years of experience providing he United States Navy with program and financial management services, with specific expertise in information systems, system engineering, business financial management, and Strike Force Interoperability. He was instrumental in helping to ensure that warfare systems worked properly during the USS NIMITZ Battle Group and USS RONALD REAGAN Carrier Strike Group deployments, supporting the Naval C5ISR Modernization Conference process, developing and executing a software development process utilizing Capability Maturity Model Integration principles, and establishing a comprehensive financial management process within a NAVSEA Directorate. Sinniger earned a bachelor's degree from The Catholic University of America and a master's degree from The George Washington University.
