While the old maxim says change is inevitable, leaders today know that doesn't mean they have to sit and wait for change. Truly effective leaders drive change to create new possibilities for greater program efficiencies and effectiveness. DELTA's personnel are experts at driving change to achieve desired outcomes. Working with NAVSEA 05, the Naval Systems Engineering Directorate (NSED), DELTA enabled NAVSEA management to implement the Mangers' Internal Control Program (MICP). The MICP is a policy and procedure document that provides preventive and detective controls to ensure the achievement of business objectives. DELTA personnel assisted in developing an initial statement of assurance, affirming that NAVSEA 05 had reasonable certainty that internal control processes existed. Following this initial effort, DELTA developed and conducted MICP training for NAVSEA management. The purpose of this training was two-fold: 1) to provide mandatory training to directorate management on the purpose of MICP; and 2) to work with management to access internal control weaknesses across the directorate. For each program within NSED, DELTA developed risk assessment plans to quantify potential areas of risk and then prioritized this data for agency review.

DELTA drafted the directorate MICP plan for review by management and the NAVSEA Inspector General (IG). Subsequently, during a command wide audit, the management approved MICP plan was given the highest rating by the IG with only minor recommendations for improvement.
